Access to ECD services has grown steadily over the last two decades. In 1992 only 9 % of children under 6 had access to an ECD centre. In 2000 the National Audit of ECD Provisioning showed 12 % in ECD centres and public schools. According to the 2007 Community Survey 23% of children under five attended an educational facility and approximately 60% of 5 year olds were in an educational programme.
While access is improving programme quality remains a concern. There have been huge investments in practitioner training, increasing subsidies and centre registration campaigns. In 2009, the Western Cape Department of Social Development commissioned a study of the quality of education and care for pre-reception year children in the province to determine quality levels and what factors contribute to quality.
